Personal Attributes and Competencies
- Engineer with minimum of 10 years working experience of a high hazard industry, i.e. construction, Oil & Gas, onshore and offshore wind renewable industry.
- Working with HSEQ policies and strategies within an asset intensive environment.
- Working Knowledge of HSE legislation and international standards, including offshore wind G+ standards.
- Understanding of development, design, and construction activities.
- Experience in incident investigation using a formal RCA process.
- Experience reviewing and commenting on subcontractor survey / design / construction phase plans and HSEQ plans.
Functional / Technical Skills
- Hold a scientific, environmental, civil, electrical or mechanical engineering qualification.
- Registered member of IOSH or equivalent professional body (or desire to work towards)
- Good knowledge of qualitative and quantitative risk assessments techniques
- Good understanding of HSEQ Management Systems, HSE Risks & German Legal Framework.
- Trained and experienced in Incident Investigation.
- Determine degree of statutory compliance and anticipate the potential impact of new legislation.
- Fully understands the commercial impact of decisions

TotalEnergies has been awarded by the Bundesnetzagentur (German Federal Network Agency) two marine concessions and is now seeking
his/her
HSEQ Manager to locally reinforce its strong Offshore Wind team.
The HSEQ Manager will be responsible for ensuring that offshore wind projects adhere to all HSE regulations and TotalEnergies’ HSE standards through all phases of project delivery, including through leading the establishment of a project HSEQ framework and culture within the project.
The HSEQ Manager will oversee developing and implementing the HSEQ Management System for the project, and to monitor that the HSEQ values and requirements are understood and complied with.
He/she will advise and assist the Management in the management and control of HSE in offshore wind projects. He/she will also support and guide the project team, including site personnel, in HSEQ matters.
Main responsibilities:
The HSEQ Manager will be responsible for ensuring that offshore wind projects adhere to all HSE regulations and TotalEnergies’ HSE standards through all phases of project delivery, including through leading the establishment of a project HSEQ framework and culture within the project.
The HSEQ Manager will oversee developing and implementing the HSEQ Management System for the project, and to monitor that the HSEQ values and requirements are understood and complied with.

Main responsibilities:
- Establish and communicate the HSEQ Management System Manual for the project, and any underlaying plans, procedures and guidelines required for the execution of the project.
- Establish and communicate the project HSEQ objectives and programmes.
- Monitor that the applicable regulations are known and complied with in all project phases, and advice and assist the project team in the application of the regulations.
- Monitor that project has sufficient resources, competence, and tools within HSEQ.
- Ensure that risk analysis methodologies are established, monitor that risk analysis is carried out and that actions are followed up and closed.
- Organise the HSE meetings in the project and to ensure that actions are recorded and implemented.
- Establish the HSEQ requirements in contracts and perform evaluation of tenders.
- Monitor that the contractors’ HSEQ Management Systems and performance is in compliance with the requirements of the contracts.
- Ensure that the reporting and analysis of undesired events is performed as required.
- Ensure sufficient workforce involvement in all project phases
- Promote health and safety culture and, in general HSE awareness of workforce at all levels through pro-active attitude (Management safety site tours, HSE meetings, incentives actions, etc.) within Project team and Contractors.

The team will ultimately be based in Germany with an office to be opened in Hamburg. The position will be based in Hamburg, with some travels to Paris.
